This FHWA project involved realignment and reconstruction of a road providing access to the Ouachita National Forest. The major aspects of the work included grading, aggregate base, asphalt concrete pavement, gabion retaining wall, drainage, guardrail, historic masonry restoration, and other miscellaneous work.
During construction, the FHWA decided that they wanted asphalt pavement that was not included in the contract. They however did not have the funds available to pay for this asphalt pavement. RKE devised a value engineering proposal to save funds on other features of work to be able to install the asphalt pavement that the FHWA wanted.
